That same year, the International Code Council, an organization that governs building standards, developed new insulation guidelines for areas across the U.S. These guidelines took different climates into account and required all new homes be built with more insulation. North Texas cities from Keller to Coppell adopted these new regional standards into their building code requirements, requiring a heat resistance value (R-value) of 38.
